Abstract
This paper is aimed at understanding ship oil spill accidents regulation in sea areas,so as to take targeted prevention measures,the dates of ship oil spill accidents which quantity of oil spilt over 50 tons were collected during 1990 ~ 2010 in the mainland of China's coastal sea areas. The characteristics of ship accidents were analyzed including yearly and monthly changes,the causes of the accidents,the types of ships,the regional distributions of accidents,the types of accident pollutants and accident levels. By the SPSS software,the relationships were analyzed among ship accidnets,shipping scale of development,the oil trade and port construction. The results of our investigation prove that a total of 71 ship oil spill accidents are indentified during the period,the quantities of oil spilt are 22 035 tons. From January to September,the ship accidents are easy to happen. The collision and grounding / stranded are the primary reasons. The oil tanker is the main type of ship accidents. The geographical distributions of ship oil spill accidents are different,the numbers of accidents in open sea waters and the port are mainly. The fuel oil and diesel oil are the primary pollutants in accidents.There are not obvious correlations among ship oil spill accidents,oil trade,port construction,shipping scale. There are some things that need to be done for strengthening ship oil spill prevention and emergency response capability.
