The Institutional Research of Cities Development and Planning Convergence:Taking 16 Cities in Yangtz River Delta as an Example

Cities composited of different gene,the different gene constituted different cities.Therefore,cities should be not identical and each characteristic.But in fact,with the rapid development of urbanization,cities are faced with crisis of lose characteristics and put forward request on city planning.As the leading of city development,urban planning should be prepared according to the city's own planning basis and fully exert the special features of city resources.However,we are sorry to see almost all the city planning are the same,the same city property,the same city construction,the same industrial structure,the same city culture,etc.The cities development and planning convergence would lead a series of problems such as repetitive construction,the waste of resources,vicious competition,etc.The deep reasons of cities development and planning convergence are management system such as the centralization of the administrative system,market economy security administration,the passive change of public participation,the disorder cultural managemen,etc.Therefore,we must clear the institutional reasons of the loss of cities characteristics,speed up the changing of government planning function,optimizate the planning organization setup,promote the democracy and legal system,perfect the supervision mechanism of city planning,establish the coordination mechanism of regional development and planning,strengthen two key areas planning.
