Industrial Cluster and the Adjustment of the Industry Layout in the Northeast Old Industry Base of China

Industrial cluster has been proved to be a new and effective means and a new impetus to promote the development of regional economy;it is a new spatial organizing form in regional economic development,which has achieved great success in some regions abroad and home.Then,can it be applied and exert its great promotion to economic development in the northeast old industry base of China? Through an analysis of the similarities and differences between the industrial cluster theory and the existent theories on regional economy, the arthor holds that industrial cluster can promote strongly the economic development of the northeast old industry base of China.
