Administrative discretion is heart of matter of modem administrative law.Since the 20th century,with the expanding of administrative power,administrative discretion has become a very important component of administrative power and a significant sign of the development of contemporary administrative law.As a society with eminency,it is necessary for administrative discretion to exist.But administrative discretion should be applied reasonably or else it will be abused.In modern society we can see that administrative discretion is abused everywhere.Judicial review is an effective way to prevent the abuse of administrative discretion.
