Analysis on Characteristics of Land Use System and Administration Concepts in China

The purpose of the paper is to introduce the management concepts of resource-asset-governmental and systematically analyze land use process in China.Methods employed include systematical analysis and literature review.The results indicate that: land use is based on and supported by land resource administration that puts emphasis on protecting the basic function of land;land asset administration is derived from land resource administration,which lays stress on analysis on value increase arising out of change of resource use mode with market economic method and focuses on efficiency and equality in land income allocation;government administration of land is the core and based on the resource and asset administrations that are guided by government,taking sustainable development as basic principle and harmonious development mode between human and land as the goal;the government manages the supply and allocation of land as a public property.It is concluded that introducing the concepts resource-asset-governmental into land administration can make a clear guideline for governance of future land use processes,i.e.playing the role of governmental public management in order to create a perfect land market and optimize land resource allocation.
