Analysis of the Changes in Forest Resources Management Policies in the Key State-owned Forest Areas

It has been five years since the implementation of the natural forest protection programme in the key state forest areas, but forest management agencies at various levels in the programme area are still working with old policies that are not in line with the new trends of forestry development and unfavorable for the protection and utilization of the forest resources. Recommendations for policy changes are proposed in this paper to speed up classified management of forest resources, standardize the transfer of forest tenure and facilitate the rational harvesting of the commercial plantations.
