On certificate of creditor's right

Abstract
The issuing of creditor's right certificate regulation was once thought of as good method to solve problem in enforcement of judgment but it is short of lawful basis and deprives party of the right to get the lawful interest and increases courts' amount of work in the process of execution.In the process of execution,the regulation has negative social effect.Thus,it is necessary to discard this regulation and to reuse the execution suspension regulation and to strictly use legal suspension of execution.
