Adapting to Marine Disaster:From Overall-Planning of Environmental Law and Legal System of Disaster

Abstract

Overall-planning environmental law and legal system of disaster that means mutually adjustment to interpret institutional adapation is necessary to coping marine disasters effectively.Improving vulnerabilities of hazard bearing body is the way to adaption,and improving the adaptive ability of individuals and groups which dominated vulnerability improvement measures is the key to adaption.Therefore,we should implement vulnerability improvement measures in the ocean hazards community,carry out vulnerability improvement measures through connecting Eco-compensation and disaster aid,strengthen vulnerability improvement measures based on integrating the cooperation mode of emvironment and resourse protection and coping disaster.
