Abstract

In this study we detail the ethical issues and problems,which are concerning the social,legal and ethical implications of information and communication technologies.Meanwhile professional responsibility,ethics theories and code of ethics are discussed in this article.Wish it could help the ICT professional in their career development,and makes them being aware their social obligations and social responsibilities.
