Study of Public-service Responsibility of Chinese Public-hospitals Based on Public Welfare

From the point view of public welfare and in combination with practice of public service to public hospitals,and in order to promote the pubic welfare of public hospitals and to provide the masses with safe,effective,convenient and affordable medical and health services,the functions of public hospitals are proposed,such as ensuring basic medical service,promoting the support of primary care,developing public health care and health emergency,controlling cost and offering the medical service for vulnerable groups.
