Research on Industrial Transformation of Heilongjiang Coal Resource- based City

Heilongjiang coal resource-based cities are built upon coal resources.With exhaustion of coal resources,however,the prob-lems that face these cities are that they are lack of conglomeration effect,three industries are unbalanced,and environmental pollution serious,etc.which limit development of the cities.Hence,we should take the measures of perfecting overall allocation plan of the cities,quickening renewal of traditional industry,reaching complementary advantages between successive and substitutive industries,and improving compensation mechanisms of resource development,to realize industrial transformation and development of Heilongjiang coal resource-based cities.
