Optimization of Human Capital Structure and the Economic Transition and Upgrade in Zhejiang

Under globalized economy,the only way Zhejiang can play the comparative advantages and enhance the competitiveness is to improve the level of human capital and optimize the structure.This paper argues that government should build up mixed control patterns which rely mainly on market mechanism and supplemented by government regulation.Combining with industry policies and regional developing strategies,government should formulate short-term,media-term,long-term strategies to develop regional human resource and make policies to optimize the structure.Therefore,the structure of human capital can be improved and virtuous circle of economic transformation can be upgraded.
