The principle of public participation has very important practical meaning in safeguarding of the intangible cultural heritage.At the same time,this principle is one of the basic principles that state in 《Convention for the Safeguarding of the Intangible Cultural Heritage》of United nations educational scientific and cultural organization.As the contracting party,China has the obligation to realize the convention in his own law.Because China lacks in system guarantee of public participation for a long time,we should change our ideas and establish the legal system that can guarantee public the right to know the truth,the right of accepting education,participating right and supervisory right.
