South-to-North Water Transfer and establishment of water-saving society

The South-to-North Water Transfer is the key water resources infrastructure to relief the water shortage in North China and to achieve the optimal allocation of the water resources.The establishment of water-saving society is the most fundamental and effective strategic measures to solve the water resources shortage in China.The relationship between the South-to-North Water Transfer and the water-saving society was analyzed.The results show that the water saving is the precondition and foundation of the South-to-North Water Transfer,and the project fully considers the factors of water saving,pollution treatment and water resources potential.The establishment of water saving society is effectively promoted by the system and mechanism innovation.The two aspects are correlated and supplementary to solve the water shortage in North China.
