Abstract

In recent years,the construction of new towns becomes more important in the region.However,because of the uncertainty and the change of demands in the development,it's difficult to make judge in the planning.With the concept plan for Binhai New Town of Sanmen as an example,this paper,starting with the analysis of the regional development background and orientation of the town,examines how to intensify the integration of the function plan,action plan and development strategy with the spatial layout and urban design in the plan.It is an exploration how the plan could better guide the new town development.
