Abstract

Enviromental management system(EMS) certification in the scope of one region is a crucial measure to implement ISO 14000 in China promoted by State Environmental Protection Administration(SEPA).The work takes advantage of management function to carry out ISO 14000 in effective way,which combine environmental management with administrative management and the public and organizations in the region were involved to introduce ISO14000 voluntarily.The article makes discusstion on some points of establishment and inplementation of regional EMS.
