Abstract
There are clear distinctions between the establishment and the effectiveness of administrative act, each has their own constitutive elements. There are many practical and theoretical meanings to the distinction of establishment and effectiveness of administrative act. The establishment of administrative act focuses on its existence,while the effectiveness of administrative act pays close attention to its juridical effectiveness.
