Pondering a Few Problems of Administrative Openness

The administrative openness is an important mission to realize administrative rule of law in our country.In this article, the research in theoretical basis of administrative openness in our country should begin from the interaction of the right to know and the right to freedom of expression;in the information society it should not be neglected that the new request put forward by the new variety of the right of privacy to the administrative openness;it is necessary choose point-break method in our country's administrative openness system construction; the perfection of giving relief in administrative openness must synchronize with the whole system;and the rule of law in administrative behavior and procedure is the realistic basis of the administrative openness system construction.
