On citizen's right to education

Abstract
As a fundamental right of citizens, the right to education is civil, property free, non_transferable, and unitive of the rights and the duties. This right includes that to compulsory education, schooling, educational equity, life education, as well as vocational education and training. To ensure this right, attention has to be paid to the over increasing education expense, abusive fees, law_violation by private schools, and the flaws in present laws of education.
