Reflection on Improving the Preliminary Registration System in the Property Law

Abstract
The preliminary registration is an important system on transference of the real estate right in civil law.It plays an important role in safeguarding the creditor’s right,protecting the transaction safety and asserting the market credit.Article 20 in our new Property Law prescribes the application scope,occurrence,validity and invalidity of the preliminary registration.Its con-tent is comparatively in integrity and has the positive significance,and it still needs further perfecting through judicial practice.Fi-nally,the author makes proposal on the legislation of the preliminary registration.
