Farmland Transfer: Mechanism Interpretation and Construction of Institutional Supporting System

Farmland transfer means the farmer’s behavior which farmland contractual management right is transferred from one farmer to another by the law and a voluntary manner in the premise of the farmland ownership attribute and agricultural use not being changed during its effective period.The mechanism about farmland transfer and different institutional arrangements which restrict farmland transfer have been analyzed in this paper,and it was put forward in the paper that the institutional supporting system should be constructed in order to realize the smooth farmland transfer.The institutional supporting system includes the farmland property rights institution,the household registration institution,the rural social security institution,the agricultural input institution,the rural financial institution,the farmers’ education training institution,and the farmland trading market institution.
