Abstract
Income distribution is significant to both macro-economy and micro-economy. When there is a great gap among the citizens' income, the government should regulate the gap by redistribution. But judging from the success and failure in the advanced countries, single governmental redistribution has its disadvantages. So it should be combined with voluntary redistribution. At present in China, voluntary redistribution is necessary and possible. The great gap among the citizens' income should be regulated through strengthening the combination of the governmental and voluntary redistribution.
