The pursuit of basic value of the constitution is to achieve the protection of human rights by limiting and standardizing state power,therefore the constitution also has the title of civil rights guarantee book.It is accompanied by Health and human rights and can not be separated.Since 1982 present constitution announcement and implementation,in particular after having been revised four times,compared to the previous 3 amendments in the aspects of the protection of human rights,has made a positive and remarkable progress.But there are still some deficiencies in areas such as the content and implementation of the protection of human rights in the constitution.The constitution human rights safeguard needs strengthening and improving in a targeted manner in the human rights provisions of the constitution and the aspects of the implementation of the protection of human rights.
