Abstract

foreign language has been playing a key role in the modern society, which necessitates well-designed, consistent and systematic foreign language policy in education, so that there are long-term goals to pursue and short-term practical goals to accomplish in the field of foreign language education. The review of what happened in 1950's and 1960's seems to convince us of the need for a consistent foreign language education policy in which there is a balance between political needs and educational agenda. Meanwhile, foreign language education policy makers can also draw on the language use situation and language education in the world.
