About a year on,international arms control and disarmament appeared rebounding to become the international hotspot issue paralleling with the issues of financial crisis and climate change.International nuclear disarmament is re-dawning with the United States readjusting its nuclear arms control policy and tactics in a high profile.The U.S.and Russia signed new agreement of bilateral nuclear disarmament.Multilateral nuclear arms control has softened.Nuclear security issue is highlighting.Conference on the Review of Nuclear Non-proliferation achieved accomplishment.All the above indicates a new posture in international arms control and disarmament,which mainly attributes to the U.S.arms control policy and tactics adjustment.On balance,however,the U.S.arms control and disarmament remains rhetoric,as its two strategic objectives of nuclear weapon policy—nuclear deterrence and non-proliferation—has kept intact and even intensified.
