On Basis and Essence of Community Governance in Contemporary China

Since the reform and opening up,the social management has entered a new stage,especially the management policy which expanded from service to participation with Chinese characteristics community construction .And the governance function is cultivated and improved in service and participation.Community service and participation have become two major functions of governance.Community service is the basis and the primary task of governance function.Community participation is the power source and essence of governance function.
