Analysis of Agricultural Technical Strategic Positioning and Guidance

Since the reform and opening-up progressing to the late 1990s,China's agricultural science and technology strategy mainly worked on food security,with an emphasis on promoting agricultural modernization.After entering the 21st century,more emphasis was put on high technology and comprehensive development.Overall,compared with the leading role of the government,the agricultural technical strategy lacks user mechanism.The limitation within agricultural science and technology management mechanism itself goes against realizing agricultural science and technology strategic target.Aiming at these problems,on national macro level more attention should be given to agricultural science and technology by funding farmers and agricultural enterprises;in terms of agricultural science and technology subject,focus should be finding and settling the real demand of farmers;in the field of agricultural science and technology support,earlier emphasis should have on the study of agricultural production environment.
