ON SUSTAINABLE UTILIZATION AND MANAGEMENT OF WATER RESOURCES

Sustainable utilization of water resources is strategic material to support the sustainable development of economy and society. China is short of water. In order to ease contradiction of water supply and demand, we have to do things according to available water. The basic conditions to achieve sustainable usage of water resources are: utilization of water resources has to follow natural resource rules, development and use can not exceed water availability, water supply to economy and society must be coordinated with load capacity of water resources. Whether or not we can reach the objective of sustainable use of water resources. The key point will be take fresh thoughts and strategies to strengthen water administration. That is to manage water demand and strengthen water conservation, intensify source control and prevent pollution, develop non-conventional water resources and realize multi-channel water utilization. Only doing so, can we realize balance of total volume and structure of water, meet demand of economic and social development, and achieve efficient utilization.
