The cyber-terrorism, as a new type, has appeared with the characteristics of high intelligence and being uncontrollable, in addition, internet has been fully used as a tool and a weapon in the activities of terrorism. In order to prevent cyber-terrorism, much attention should be paid on it, moreover, the following work should be done: perfecting legislation, strengthening international cooperation, possessing advanced technology and autonomous intellectual property, establishing monitoring system and training a lot of qualified people.As an important part in the defense system of the state security, the cyber-terrorism prevention appears to be a warfare without a smoke of gunpowder.
