YUAN Shi-kai and the Bureaucracy Reformation of the Late Qing Dynasty

As the most important and sensitive part of the New Politics in the late Qing Dynasty, the bureaucracy reformation inevitably gave rise to complex contradiction ,conflict and antithesis among all political forces because it related to not only the redistribution of power but also all officials' immediate interest.In the mean time, it was affected by traditional culture, political system and theory idea.YUAN Shi-kai occupied a pivotal position in the bureaucracy reformation Because of his special status in the political situation, However, his attitude varied along with profit and loss. His action also caused suspicious of royal court. All these directly influenced the course of reformation and even the future and destiny of the Dynasty.
