Evaluation of the New Rural Cooperative Medical System in Relieving the Disease Burden on Farmers in One City

Objective Through evaluating the New Rural Cooperative Medical System(abbr.NRCMS) in relieving the disease burden on farmers,probing into the existing problems and the countermeasures,so as to provide scientific evidence for NRCMS improvement.Method We investigated the implementation of Kunming NRCMS in 2006 by collecting the existing data and questionnaires.Results In 2006,the participating rate was 90.96%,the benefit rate of out-patients was 24.36%and that of in-patients was 4.65%.The actual compensating ratios of hospitalization fee in various fixed-point medical institutions in Kunming were lower than that of Yunnan.After participating NRCMS,the poor farmers still maintained their previous ways of medical treatment(P0.05).Almost half of the participants thought that NRCMS could relieve the disease burden at a certain extent,but 31.0%of the poor farmers thought that the effect was very little(P0.05).Conclusions The disease burden on farmers had been relieved at a certain extent by the NRCMS.It was suggested that the reduction of outpatient fee be practiced roundly,the compensating ratios of hospitalization fee be raised moderately,the problems of the poor receiving medical treatment be solved practically.
