Public Service:Origins and Standards

The vagueness of the connotation and the denotation of public service went not only against the reasonable designation of the governmental function,but also helpless to the scientific construction of the public service system.Contrary to the over-general definition of public service both in practical regulation and in academic research,the article attempts to refine four standards on public service: first,public service must be based on the requirements of public interest;second,public service is aimed at providing survival care and meeting the needs of the basic survival equipment and development of the public,third,people can not achieve the aim above by themselves without the help of government;finally,the government shall exercise the power to set and enforce public service,directly or indirectly.
