Abstract

The theories of development reflect the people’s basic attitudes to the development. The evolution of the theories of development could be divided into four phases: the growth development theory; the social development theory; the continued development theory and the human development theory. The evolution of the development theories of Chinese government could also be divided into the above four phases. The Five Overall Plans, which was brought up by the government in 2003 is the newly scientific development theory. The newly scientific development theory, which reflects the situation of China and the further studies of the development theories, is the human development theory with Chinese characteristics.
