The Brief Analysis of Coal Industrial Layout and Structural Adjustment in China

China's resources situation: abundant supply,uneven distribution;during the 12th five year plan,the leading role of in the structure of energy production and energy consumption will not be changed;and the pattern of west-to-east diversion and the carry austral boreal coal still remains.This paper introduces the thoughts on both the basic development for industrial layout and adjustment of industrial structure.The basic development for industrial layout is stable east;focus on Shanxi and Shaanxi provinces,and Inner Mongolia autonomous region;active southwest area and appropriate Gansu,Ningxia and Qinghai provinces.The other thoughts are: encouraging building large base and big group associated with resources;coordinating large-scale enterprises with related businesses;advocating the comprehensive utilization of resources and industrial upgrading;making enterprises to intensive,diversity,and safety production automation development.Some suggestions are also provided: further straightening out relationship between the upstream and downstream,and pushing forward pricing of the market economy;enhancing the capability of industry to deal with periodic change through the enterprise joint reorganization;vigorously developing the economy and comprehensive utilization of resources with technique innovation,and strengthening the policy guidance.
