Abstract
Risk culture construction is an important component of modern banking overall management system,which is a collection of modern banking operation thoughts,risk management conceptions,risk management behavior,risk moral standard and risk management environment.It is also an important component of enterprise culture construction.Risk culture of the policy banks should be created from such aspects as spirit,behavior,institution,technique,and environment.
