On the Confirmation of the Rural Collective Land Ownership

Confirming rural collective land ownership is most realistic and directly benefit question cared about mostly by farmers presently in our country.This article holds that confirming of rural collective land ownership is not only an important theoretical question,but also a critical issue in concrete practice.It is necessary to consider overall influences aroused by various factors,such as historical evolution of our rural land property rights,the era characteristics,fairness and efficiency,the contemporary farmer's basic requests for land as well as social ideological ideas and so on.The article proposes that rural collective land ownership should be given to farmer with five bases.The first one is historical basis;The second is efficiency basis;The third is fairness basis;Fourth is reality basis;Fifth ideology basis.This article stresses that,there is not abstract socialism collective land ownership,only then concrete socialism collective land ownership.Identifying rural collective land ownership for farmer,taking the land ownership securitization + family contracting responsibility systemas effective realization form of rural collective land ownership,will pour into new vigor to land management model by paying family proportional to production contract and perfect it further in practice,and promote development of agricultural productivity.And this will make a new contribution to further theoretical development of Marxism agricultural cooperative economy under socialist market economy conditions in China.
