The New Structure and Countermeasures of State-owned Assets Supervision on the Listing of State-owned Enterprises of Shanghai

State-owned Assets Supervision and Administration Commission(SASAC),which was born in the period of system reform transition of state-owned assets management,is facing the repositioning of its own functions,readjustment and reconstruction of regulatory after the listing of state-owned group as a whole.It is explored a new structure of local state-owed enterprises,which contains two levels,the first level is the SEB(State-funded Enterprises Bureau)refers to the exercise of unified regulatory functions of state-owned assets,the second level is to fulfill the right to direct investors state-owned capital operating companies(state-owned assets investment and operating platform).The positioning of SEB in the state-owned system is the ultimate contributor,as the operation of state-owned assets and profit-making state-owned assets of the unified supervisors.The positioning of state-owned capital operational company is the direct contributor,which is responsible for the direct management of the state-owned shares,the state-owned economy of the multiple micro-carrier and actors.The institutional arrangements within the framework of state-owned assets law to the greatest extent possible to ensure the continuity of owned assets supervision and regulation,and norms and simplify the regulatory radius.
