On the Causes of the Retardation of Non-State Enterprises of Gansu Province

The paper maintains that the retardation of non-state enterprises of Gansu Province are caused by three factors, the public, the government and external conditions, and it further proposes that to promote non-state enterprises measures should be taken to change government functions, eliminate regional prejudice, foster models, deepen the open policy, complement the internal resources with external markets, establish development foundation at a medium level and set up credit and trust institutions.
