Abstract
The rural human resources are large in quantity and low in quality. The agriculture and the rural economy situate in a new development stage. The key to accelerate the construction step of the countryside well-off society and realize the great goal of the construction of the Socialist new countryside lies in developing the rural human resources. The characteristics and the present situation of the rural human resources are analyzed. And the countermeasures are explored.
