Abstract

The chaos of State Ethics Concept not only causes lack of ultimate judgmental criterion for legal order,but also brings about negative impact on the prosperity and stability of our country and obstacles the peaceful development of the international community.The existence of Civic Morality,Legal System and State Behavior make State Ethics Concept possible.State Ethics with both internal and external dimensions is the ethics norm that a nation should follow as an entity.Different from Civic Ethics,Administrative Ethics,Political Ethics,and Institutional Ethics,State Ethics has distinctive characteristics in the aspects of subject,content,formation,expression and form.
