Our country is gradually entering the time when leisure is becoming a consumer good that can be available to ordinary people. But the lag in the development of leisure industry is preventing the consumers' demand from being able to get satisfied. The author is attempting to reveal the major problems existing in the course of the industry's development and find out the appropriate policies and scientific management to motivate science and education sectors and other resources to promote the industry.
