Since the conservational group of the Qing government held power after the 1898 reform movement in the last years of 19th Century,the new social air was changed to be in low spirit.Especially during the period of the Yihetuan movement,the conservational group made the spirit of hatred to western countries ex-tremely,which resulted in the ignorant of common people and the modern new intellectuals'inhibit constrain and uncertainty.
