Concentrating on Increasing Farmers' Income and Promoting the Building of New Countryside

To build a socialist new countryside,it is our primary task to develop the economy and to increase farmers' income.It is vital that we optimize and upgrade agricultural structure,plan the agricultural development with notions of industry,and tap the deeper growth potential of agriculture.It is also necessary that policies be made so that farmers may transfer their employments,that the quality of rural labor force be improved,that industrialization and urbanization be accelerated,and that the number of farmers be reduced so as to increase their income.In addition,we should deepen the reform in the rural area,adjust the income distribution system,develop agriculture through science and technology and establish a long-term system to effectively increase farmers' income.
