These were much corruption of the famine relief policies during the early Ming dynasty in all aspects of the report of famine, the check of famine, the exemption from taxation, the aid to the victims of nature calamity and the settlement of refugees, the storage and water conservancy. But it is because the government of the early Ming dynasty took a lot of effectual measures to deal with the corruptions that the Ming dynasty still developed on the path of “destruction-reconstruction-destroyed again-reconstructs again”.
