According to the principle of software reuse, the application framework technique, component description technique based on extensible markup language(XML) and its simplifying semantic match technique based on logic judgment are proposed.On this basis, the framework of software component system for water resources is established. It consists of components, framework,main framework, ultimate framework and component description method and coordinates with the current technical terminology standard in the field of water resources.
