The most fundamental difference between personnel management and human resource management is knowledge and the unit about human.That is the unit need the single one or the work ability and comprehensive quality which belongs to the person.Personnel management and human resource management are not mutually exclusive and contradictory,they are closely interrelated and two different levels of management.The key point of strategy transformation from personnel management to human resource management in the branch of People's Bank of China is new management concept and transform and promote traditional human management model that realize the transformation from thing-oriented to people first.
