If city construction is viewed from a cultural perspective, the city cultural structure can be divided into three as- pects: material culture, system culture and spiritual cultural. In recent years, great achievements have been achieved in the field of city construction of Linyi City. Whereas, if analyzed from cultural perspective, the city construction still needs to be improved in the following aspects: city spiritual culture, city construction culture, city industrial culture, city consuming culture, city political culture, with the aim of developing the scheme of constructing a larger and new Linyin City and realizing the general objective of building Linyi City to be the territorial central city in the district of the south of Shandong province as well as the north of Jiangsu province.
