Abstract

Legal Government,as a model of government or a theory begins on the latter-day.In nations ruled by law,their government should be on the rule of law.It means the legal construction state of government controlled and dominated all the time by law.Its main characteristics and value directions should be the limited one,the service one,the transparent one,the honest one,the uniform one and the responsible one.
