Theory and System of Integrated Management of Urban Underground Pipeline

Aiming at the urban underground pipeline problems existed currently,to manage the urban underground pipeline scientifically,based on the basic,utilities,natural monopoly,network,concealment,external and other characteristics of the urban underground pipeline,this paper studied the new public management theory,utility government regulation theory and public classification theory and their applications in the integrated management of urban underground pipeline,and explored the institutional mechanisms of integrated management,registration and franchise system of urban underground pipelines,to provide an theoretical basis for strengthening the integrated management of urban underground pipeline.
