Abstract
The administrative law is a unity of the administrative substantive law and the administrative procedure law. Legal rights and obligations are covered in the above two aspects. If someone violates the procedural obligation, he should take the legal responsibility. In the basic components of an administrative procedure, step and manner are its spatial representation, and order and period are its temporal representation. The administrative procedure should represent some principles and serve some systems.
